論壇緣起 Introduction
為促使臺灣文學生態發展更益多元,並因應語言發展之趨勢,財團法人國家文化藝術基金會(以下簡稱國藝會)將於 2024 年開辦 「母語文學創作發表專案」,期望藉專案推動拓展母語文學類型的範疇、增益優良的文本內容,以及建構臺灣母語文學的傳統。國藝會自1996年開辦藝文獎補助業務迄今,致力營造有利文化藝術工作之展演環境,及維護各族群特有文化藝術及語言之傳承與發展。2019年,《國家語言發展法》施行後,相關目的事業主管機關亦有挹注語言保存復振之補助政策。下一步,本會期許與其他機關合作,從創作到推廣,擴大扶植母語文學生態,以彰顯臺灣語言的豐富與多元性。
國立臺灣文學館(以下簡稱臺文館)作為國家級文學博物館,自2003年開館迄今,持續關注、推動母語文學,2005、2008年舉辦「本土母語文學特展系列一、二」,2010年展出長達五年的「臺灣本土母語文學常設展」,期使國人更為領略本土母語文學在臺灣文學脈絡中的內涵與價值。
本次論壇由國藝會、臺文館共同主辦,及與客家委員會、原住民族委員會合作辦理。並邀請其他國家有類似相關語言政策及實施經驗的國家機構政策主管和研究者與會,與本國進行政策與實務交流。本論壇主題場次以國藝會及各機關∕構,於母語創作、運用與語言發展之政策、推廣為基礎,開展包含教育現場、在地經驗、生態觀察,以及不同藝術創作領域和國際視野案例討論。期透過各領域之對話,擴充語言創作內涵,為下一階段母語創作開發新動能。
To cultivate the diverse development of Taiwanese literature and respond to evolving linguistic trends, the National Culture and Arts Foundation (NCAF) initiated the granted project of "National Languages Writing" in 2024. This project aims to broaden the spectrum of native language literary genres, enhance the production of high-quality literary works, and establish traditions within native language literature.
In 1996, NCAF launched the arts and cultural awards subsidy program, dedicated to creating a conducive environment for cultural and artistic presentations, while also fostering the preservation and development of the distinctive cultural and linguistic heritage of diverse communities.
With the implementation of the National Language Development Act in 2019, government authorities initiated subsidy policies to preserve and revitalize native languages. Consequently, NCAF will collaborate with other entities to foster a rich and diverse linguistic landscape in Taiwan, ranging from creative works in native languages to expanding support for the ecosystem of native language literature.
Since its establishment in 2003, the National Museum of Taiwan Literature (NMTL) has been promoting native language literature. It organized the "Native Language Literature Special Exhibition Series 1 and 2" in 2005 and 2008, and the "Taiwan Literature Exhibition of Mother Languages" from 2010 to 2015. These efforts aim to enrich the appreciation of indigenous native language literature within the context of Taiwanese literature.
This forum, jointly organized by NCAF and NMTL, in collaboration with the Hakka Affairs Council and the Council of Indigenous Peoples, invites representatives from other nations with comparable language policies and implementation experiences to engage in exchanges and share insights. Thematic sessions, based on policies and initiatives in native language creation, utilization, and language development by NCAF and various agencies/institutions, also encompass discussions on the practical implementation of native language education, local experiences, ecological observations, as well as different artistic creations and international perspectives. Through dialogue, it aims to cultivate new momentum for future native language creations.
